Bill Lobeck, the husband of Mayor Kathy Taylor, and his business associates, BOK Financial PAC, Frederic Dorwart, other supporters of the assessment for the new downtown baseball stadium, and unions for city employees united to drive Councilor Bill Martinson out of office. On September 8, 2009, Chris Trail defeated incumbent Councilor Bill Martinson in the Republican primary for District 5. Because only Republicans filed for the office, Trail's primary victory won him the seat. According to Trail's financial disclosures, filed on August 31 and on November 2, Trail's campaign raised $51,505 and spent $50,252.41, a near-record amount for a City Council primary. Bill Lobeck contributed a total of $5,000. Several other $5,000 donors, Alvin Swanner of Kenner, La., Jeff Parell of Edina, Mn., and Thomas Kennedy of Plantation, Fl., are Vanguard Car Rental executives or investors, as is $2,500 donor Tyler Best of Plymouth, Mi., and $500 donor Thomas Santorelli of Highland Beach, Fl.

Three city labor unions, the Fraternal Order of Police, the Tulsa Firefighters Local, and the AFSCME contributed a combined $6,140.23 to Trail's campaign.
